Election Observation Mission monitored the early presidential election in Azerbaijan held on 7 February 2024. The mission led by the Chairman of the TURKPA Commission on Legal Affairs and International Relations, member of the Grand National Assembly of Türkiye Osman Mesten, was composed of the members of the parliaments of Kazakhstan, Kyrgyzstan and Türkiye as well as the representatives of the TURKPA Secretariat.

The Mission held meetings with Chairperson of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Chairman of the Central Election Commission (CEC) of the Republic of Azerbaijan Mazahir Panahov.

On the voting day, TURKPA Mission visited polling stations in Baku, Shusha and Khankendi conducting election observation in the liberated territories of the country as well. Mission’s observation covered all stages of the voting process, starting from the opening of polling stations till the counting of votes. The Mission monitored the conduct of the election, conversed with voters, domestic observers and polling stations’ officials on the ground. Members of the Mission gave interview to local mass media.

According to the preliminary information of the CEC, voter turnout for the election was approximately 76.73%. The CEC announced preliminary results of the election, informing that Mr. Ilham Aliyev won the election with approximately 92.10% of votes.

On the next day, the Mission held a press conference on the preliminary outcomes of its observation. The Mission concluded that the early presidential election in the Republic of Azerbaijan of 7 February 2024 was held in compliance with the national legislation and international election standards.

The program also included a visit to the TURKPA Secretariat. During their stay in Azerbaijan, the Mission members had an opportunity to visit such historically significant places in the liberated territories as Jidir Duzu, Shusha Fortress walls and Saatly mosque.
