Graduated from Technical College No. 54 in Baku, Azerbaijan (1986-1989).

In 1988-1989, started to work as Repair Constructor at “AZNEFT”. In 1992, worked at the Technical Transport Management. In 1992-2010, continued his work at the Special State Protection Service of the Republic of Azerbaijan. In 2011-2013, worked at the Baku Device Fabrication Plant. In 2013-2022 held various positions of technical nature at the TURKPA Secretariat.

Since 2022 has been working as Technical Supervisor at the TURKPA Secretariat.
