The Eleventh Plenary Session of TURKPA hosted by the Jogorku Kenesh of the Kyrgyz Republic took place on 24 June 2022 in Cholpon-Ata. The theme of the Session was “Parliamentary Diplomacy – the Basis of Trust and Partnership”.

TURKPA Chairman-in-Office, Chairman of the Jogorku Kenesh of the Kyrgyz Republic Mr. Talant Mamytov delivered an opening speech. Heads of TURKPA member parliaments – Chairperson of the Milli Majlis of the Republic of Azerbaijan Mrs. Sahiba Gafarova, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan Mr. Yerlan Koshanov, Speaker of the Grand National Assembly of Türkiye Mr. Mustafa Şentop, as well as Deputy Speaker of the Hungarian National Assembly Mr. Sándor Lezsák in the capacity of observer, Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Mrs. Tanzila Narbayeva and Deputy Chairman of the Halk Maslahaty of the Milli Gengesh of Turkmenistan Mr. Kasymguly Babayev as guests, made speeches during the Plenary Session.

The event brought together parliamentary delegations, heads and representatives of Turkic cooperation organizations, observer organizations and other institutions, such as the Organization of Turkic States (OTS), International Organization of Turkic Culture (TURKSOY), International Turkic Academy, International Turkic Culture and Heritage Foundation, Parliamentary Union of the OIC Member States (PUIC), Interparliamentary Assembly of the CIS (IPA CIS), Conference on Interaction and Confidence Building Measures in Asia (CICA) and Kyrgyz-Turkish Manas University.

The agenda of the Session included the consideration and adoption of reports and recommendations of the permanent commissions, the Model Law "On the Development of Social Entrepreneurship", final reports of the election and referendum observation missions of the Assembly and election of the Chairs and the Vice-Chair of the TURKPA Commissions.

It was decided to hold the Twelfth Plenary Session in April 2023, in İstanbul, Türkiye.

The Plenary Session was concluded with the adoption of the Cholpon-Ata Declaration. Heads of the member parliaments signed the Protocol on Amendments to the Istanbul Agreement (founding agreement of the Assembly) containing the relevant amendments stemming from the change in name of the Organization.

The Plenary Session was followed by a press briefing during which heads of the parliamentary delegations summed up the results of the Eleventh Plenary Session.
