The Twelfth Plenary Session of TURKPA hosted by the Grand National Assembly of Türkiye took place on 28 April 2023 in Ankara. The theme of the Plenary Session was “Parliamentary Diplomacy for a Fairer World: Energy, Migration, Food”.
TURKPA Chairman-in-Office, Speaker of the Grand National Assembly of Türkiye Mustafa Şentop delivered an opening speech. Heads of member parliaments – Chairperson of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan Yerlan Koshanov, Chairman of the Jogorku Kenesh of the Kyrgyz Republic Nurlanbek Shakiyev, as well as Deputy Speaker of the Hungarian National Assembly Sándor Lezsák and Speaker of the Assembly of the Turkish Republic of Northern Cyprus Zorlu Töre in the capacity of observer, and Chairperson of Mejlis of Turkmenistan Dunyagozal Gulmanova as guest, made speeches during the Plenary Session. Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbayeva addressed the Plenary Session through a video message.
The event brought together parliamentary delegations, heads and representatives of Turkic cooperation organizations, observer organizations and other institutions, such as the Organization of Turkic States (OTS), International Organization of Turkic Culture (TURKSOY), Turkic Academy, Turkic Culture and Heritage Foundation, Parliamentary Assembly of the Black Ses Economic Cooperation (PABSEC), Parliamentary Union of the OIC Member States (PUIC), Conference on Interaction and Confidence Building Measures in Asia (CICA), International Parliamentarians' Congress (IPC), Kyrgyz-Turkish Manas University, Union of Turkish World Municipalities, Union of Engineers and Architects of Turkic World.
The agenda of the Session included the consideration and adoption of reports and recommendations of the permanent commissions, the model laws "On Cross-border Higher Education", "On Digital Financial Assets" and "On Protection of Reproductive Health", final reports of the election observation missions of the Assembly and election of the chair and the vice-chair of the permanent commissions. Women Parliamentarians Group and Young Parliamentarians Group of the Assembly presented their recommendations during the Plenary Session.
It was decided to hold the Thirteenth Plenary Session in 2024 in Azerbaijan. The Twelfth Plenary Session was concluded with the adoption of the Ankara Declaration. The event was followed by a press briefing during which heads of the member parliaments summed up the results of the Twelfth Plenary Session.
