SPEECH OF MR. RAMIL HASANOV, SECRETARY GENERAL OF THE PARLIAMENTARY ASSEMBLY OF TURKIC-SPEAKING COUNTRIES AT THE 18th OSCE MINISTERIAL COUNCIL (VILNIUS, 6-7 DECEMBER 2011)
Ladies and gentlemen,
First of all, I would like to express my gratitude for invitation to attend this important and high-level event, being an opportunity for me to address such an honourable audience.
With your permission, I would like to inform you shortly on the history, activities and latest developments of TURKPA.
The Parliamentary Assembly of Turkic-speaking countries (TURKPA) was established on 21 November 2008 upon the Istanbul Agreement signed by the chairmen of parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.
One of the main tasks of TURKPA is establishment of new relations and development of existing ones with parliaments and other international organizations of the countries in the region and all over the world. Our goals include developing inter-parliamentary cooperation among its members, promoting political and economic dialogue between its members and creating favourable political climate for elaboration and implementation of various initiatives aimed at strengthening regional and global security.
Interaction of the TURKPA with OSCE, as well as with its institutions, represents an additional platform for cooperation in strengthening security, peace and democracy. I would like to emphasize that TURKPA has not been established against any third country or group of countries. We fully support comprehensive cooperation with all the international organizations on the basis of mutual respect. Thus, TURKPA intends to cooperate with OSCE and, being the parliamentary dimension of cooperation process of Turkic-speaking states, attaches particular importance to cooperation with the OSCE Parliamentary Assembly. It is my pleasure to inform participants that until now the TURKPA delegations have already attended the OSCE PA annual sessions in 2011.
Taking into consideration a huge experience of the OSCE, we believe that creating favourable conditions for cooperation between TURKPA and OSCE institutions would contribute to the development of inter-parliamentary dialogue in economic, political and social fields. TURKPA’s observer status in the Inter-Parliamentary Union and Parliamentary Union of the Organization of Islamic Cooperation is a significant basis for our organization in integrating to the system of international relations. TURKPA from the very moment of its establishment advocates for tolerant co-existence of different nations and religions and all our member-countries are examples of such peaceful and friendly co-existence of people with different religious faith and national identity.

Allow me also to express my appreciation to the Ministers of Foreign Affairs of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey for their cooperation and close interaction with TURKPA.
Let me express sincere thanks on behalf of TURKPA for excellent organization of this event and for having a chance to address the meeting. I would like to thank our host, H.E. Mr. Audronius Ažubalis, Minister of Foreign Affairs of Lithuania, in organization of this event, and congratulate him with successful chairmanship in OSCE, as well as to express gratitude to the OSCE for their cooperation.
