Deputy Secretary General - Mels Semgaliyev

Representative of the Parliament of the Republic of Kazakhstan

Mr. Semgaliyev was elected as a Deputy Secretary General of TURKPA on 29 September, 2010 in Baku at the meeting of the Council of Assembly.

Mr. Semgaliyev was born on 28 May, 1961 in Kazakhstan. His work experience started in industry, then he used to work in public bodies on various positions. Before election to current post, he was Head of Department in Senate of Kazakhstan.

Deputy Secretary General - Bektemir Ziadinov

Representative of the Parliament of the Kyrgyz Republic

Mr. Ziadinov was elected as a Deputy Secretary General of TURKPA on 28 April, 2011 in Astana at the Second Plenary Session of TURKPA.

Mr. Ziadinov was born on 7 May, 1966 in Kyrgyzstan. He graduated from Kyrgyz State National University. He worked as Specialist in Justice Ministry of the Kyrgyz Republic, then as Assistant of Legislative Assembly’s Deputy of Jogorku Kenesh, senior consultant of expert-law division, jurisdiction division of the Jogorku Kenesh Apparatus, senior consultant of Legislative Assembly’s Deputy of the Jogorku Kenesh , senior consultant of defence, security, law and order, judical-law reform Committee’s division. From 2008 he also worked as a Deputy Head of the Jogorku Kenesh Apparatus Parliamentarism and Lawmaking Division of Law Department, from November 2008 till April 2011 as a Head of Transcript Department of the Jogorku Kenesh of Kyrgyz Republic.

Mr. Ziadinov is fluent in Russian.

He is married and has three children.

Deputy Secretary General - Kurshad Melih Sariarslan

Representative of the Parliament of the Republic of Turkey

Mr. Sariarslan was elected as a Deputy Secretary General of TURKPA on 29 September, 2010 in Baku at the meeting of the Council of Assembly.

Mr. Sariarslan was born on 15 August, 1977. He graduated from the Faculty of Communication at Moscow State University. He holds Master’s Degree from Gazi University Social Sciences Institute in General Journalism and continues his PhD education at Marmara University Social Sciences Institute.

From 2000 he worked as an assistant at Eurasia Strategic Research Centre, then as a manager at a private company in Moscow and Istanbul. He also worked as a Head of Department at TURKSOY (Joint Administration of Turkic Culture and Arts) and before election as a Deputy Secretary General of TURKPA was working at the Parliament of the Republic of Turkey. Meanwhile working on these positions, he was also involved in translation services, PR management, HR management and international group secretariat duties. He also was a magazine editor and project coordinator.

Mr. Sariarslan is fluent in Russian and English. He is married and has one child.
