TURKPA delegation will participate at the winter meeting of the OSCE Parliamentary Assembly

TURKPA delegation will attend the winter meeting of the OSCE Parliamentary Assembly to be held on 22-25 February 2012 in Vienna. The delegation will be headed by Maulen Ashimbayev, member of delegation of the Parliament of Kazakhstan, Chairman of the Committee on International Relations, Defense and Security of Mazhilis of the Parliament of Kazakhstan. Representatives of the TURKPA International Secretariat headed by TURKPA Secretary General will also participate at the winter meeting.

SUMMARY OF THE MEETING BETWEEN MR. RAMIL HASANOV, TURKPA SECRETARY GENERAL AND MR. LAMBERTO ZANNIER, OSCE SECRETARY GENERAL

TURKPA Secretary General Mr. Ramil Hasanov met with Ambassador Lamberto Zannier, OSCE Secretary General, in the framework of the “2012 OSCE-Thailand” Conference held on 13-14 February 2012 in Chiang Mai, Thailand.

During the meeting TURKPA Secretary General briefly informed Mr. Zannier about activities of TURKPA and steps taken for developing inter-parliamentary cooperation and strengthening political and economic dialogue between its member countries.

Mr. Ramil Hasanov said that TURKPA uses parliamentary diplomacy as a new framework of cooperation for developing comprehensive strategic cooperation among member countries, strengthening peace and security in the region. TURKPA Secretary General noted that joint activities of elected and professional diplomats would have a positive impact across entire OSCE region.

Mr. Lamberto Zannier, OSCE Secretary General, expressed his gratitude to Mr. Hasanov for TURKPA’s interest in the OSCE activities and informed him about work done by OSCE in the field of strengthening peace and security in Eurasia. Mr. Zannier said that cooperation with TURKPA member countries on security issues represents particular importance for the OSCE. Thus, the OSCE closely cooperates with Kazakhstan and Kyrgyzstan, being engaged in security activities in Afghanistan, as well as in conflict resolution activities with Azerbaijan and Turkey.

Mr. Zannier appreciated TURKPA’s cooperation with OSCE and expressed positive approach to future development of this cooperation.
It was emphasized that close cooperation of the OSCE with all TURKPA member countries is beneficial for both sides.

Mr. Hasanov informed the OSCE Secretary General about active participation of TURKPA in the election observation process in the member countries. He stressed that within a short period of time of its activity TURKPA international observes mission has monitored presidential and parliamentary elections in Azerbaijan, Kyrgyzstan, Kazakhstan and Turkey and final statements on the results of elections were prepared and sent to international organizations.

At the same time, TURKPA Secretary General noted that TURKPA Chairmanship currently held by Kazakhstan with Mr. Nurlan Nigmatulin, TURKPA Chairman-in-Office, and Chairman of Majlis of the Parliament of the Republic of Kazakhstan.

TURKPA Secretary General stressed that all the member countries are firmly committed to the norms of international law and this fact is a basic indicator of development of democratic institutions in each member country.

Mr. Ramil Hasanov particularly noted that OSCE’s great experience is very important for the future activity of TURKPA and also expressed a wish to actively participate in the future activities of the OSCE and its institutions.

Dear Ambassador,
Dear participants,
Ladies and gentlemen,

Allow to express my sincere gratitude for inviting me to this important conference, where we have a good opportunity to address the issues of enhancing security through regional co-operation.

Firstly, with your permission, I would like to inform you very shortly on the history and activities of TURKPA.
The Parliamentary Assembly of Turkic-speaking countries (TURKPA) was established on 21 November 2008 upon the Istanbul Agreement signed by the chairmen of parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.

Our goals include developing inter-parliamentary cooperation among its members, promoting political and economic dialogue between its members and creating favourable political climate for elaboration and implementation of various initiatives aimed at strengthening regional and global security. One of the main tasks of TURKPA is establishment of new relations and development of existing ones with parliaments and other international organizations of the countries in the region and all over the world.

Now I would like to point out several theses with regard to the role of our organization in enhancing regional security through confidence and security-building measures.

- It is worthy to emphasize that all our member countries are also OSCE participants, being geographically located both in Europe and Asia. Consequently, TURKPA member countries, through their active participation in the OSCE activities, play significant role in strengthening peace and security in the region spanning from Vancouver to Vladivostok.

- Cooperation of all international organizations and countries is a first prerequisite in promoting sustainability of security, combating terrorism and developing economic welfare. In this context, TURKPA attaches particular importance to cooperation with the OSCE and its institutions in various formats.

- Two of our member countries – Azerbaijan and Turkey are heavily suffering from terrorism. In this regard, TURKPA member countries appeal to international community to follow principles of tolerance and norms of international law. Our Assembly firmly stands for tolerant co-existence of different nations and communities, peaceful and friendly co-existence of people with different religious faith and national identity, refrain from the threat or use of force to violate the existing international boundaries of another state, protection of basic human rights and freedoms, including freedom of expression, and strengthening democratic institutions. Observation of these aspects obviously contributes to regional and global security.

- Interaction between parliamentary and traditional diplomacy, enhancing cooperation between, figuratively speaking, elected and appointed diplomats would bring benefits across entire OSCE region. With this view, we would like to declare that our Assembly is ready to develop relations established with a number of inter-parliamentary and inter-governmental institutions, such as the OSCE Parliamentary Assembly, OIC and PUIC, European Parliament, Inter-Parliamentary Assembly of CIS, GUAM Parliamentary Assembly and Baltic Assembly. In this direction, specific role of the OSCE is recognized and accepted by the world community.
-We are honoured to welcome any organization, institution or national parliament wishing to participate in our activities in capacity of guest or observer. Transparency and mutual confidence between all actors of multilateral cooperation will enhance security of our countries and safety of our peoples.

TÜRKPA BAŞ KATİBİNİN ATƏT-İN BAŞ KATİBİ İLƏ İKİTƏRƏFLİ GÖRÜŞÜ KEÇİRİLMİŞDİR

13-14 fevral 2012-ci il tarixlərində Tayland Krallığının Chiang Mai şəhərində keçirilmiş 2012 ATƏT - Tayland konfransı çərçivəsində TÜRKPA-nın Baş Katibi cənab Ramil Həsənov ATƏT-in Baş Katibi, səfir, cənab Lamberto Zannier ilə görüşmüşdür.

Görüşdə TÜRKPA-nın Baş Katibi cənab Zannierə Assambleyanın fəaliyyəti, həmçinin beynəlxalq parlamentlərarası əməkdaşlıq prosesində və ölkələr arasında siyasi, iqtisadi dialoqun gücləndirilməsi istiqamətində TÜRKPA tərəfindən atılan addımlar barəsində geniş məlumat vermişdir.

TÜRKPA-nın regionda və beynəlxalq münasibətlər sistemində, xüsusilə Avrasiya məkanında, üzv dövlətlərdə sülhün və əmin-amanlığın möhkəmləndirilməsi, strateji əlaqələrin hərtərəfli inkişafı ilə bağlı, əməkdaşlığın yeni forması olan - parlament diplomatiyasından istifadə etdiyini vurğulayan cənab Ramil Həsənov, seçilmiş diplomatlarla professional diplomatların birgə fəaliyyətinin əlaqələrə nə qədər müsbət təsir göstərdiyini qeyd etmişdir.

ATƏT-in Baş Katibi öz növbəsində TÜRKPA Baş Katibinə ATƏT-in fəaliyyətinə göstərilmiş maraq üçün təşəkkürünü bildirmiş, Əfqanıstanda sülhün bərpası istiqamətində atılan addımlar, həmçinin Avrasiya məkanında təhlükəsizliyin qorunması ilə bağlı görülən işlər barəsində məlumat vermiş, TÜRKPA-nın ATƏT ilə əməkdaşlığını məmnuniyyətlə qarşıladığını və gələcəkdə də bu əməkdaşlığın inkişafına müsbət yanaşdığını vurğulamışdır.

ATƏT-in TÜRKPA-nın qurucularından olan Azərbaycan, Qazaxıstan, Qırğızıstan və Türkiyə ilə xüsusi münasibətlərinin olduğunu, həmçinin hər dörd ölkənin ATƏT ilə sıx əməkdaşlıq etdiyini qeyd edən cənab Zannier, bu baxımdan iki təşkilat arasında münasibətlərin gücləndirilməsinin hər iki tərəf üçün xeyirli olduğunu söyləmişdir.

Səmimi qəbula görə minnətdarlığını bildirən cənab Ramil Həsənov, regionda baş tutmuş və demokratiyanın əsas prinsiplərindən olan azad və ədalətli seçkilərin keçirilməsi prosesində TÜRKPA-nın aktiv iştirakını vurğulamışdır. Qısa müddət ərzində TÜRKPA beynəlxalq müşahidəçilər missiyasının Azərbaycan, Qazaxıstan, Qırğızıstan və Türkiyədə keçirilmiş prezident və parlament seçkilərini müşahidə etdiyini, seçkilərin nəticələrinə dair yekun rəylərin hazırlanaraq, beynəlxalq təşkilatlara göndərilməsini nəzərə çatdırmışdır.

Eyni zamanda Baş Katib hal-hazırda TÜRKPA-ya Qazaxıstanın sədrlik etdiyini və Qazaxıstan Parlamenti Məclisinin sədri, cənab Nurlan Niqmatulinin Assambleyanın fəaliyyətdə olan sədri olduğunu da qeyd etmişdir.

TÜRKPA üzv dövlətlərində dilindən, dinindən, irqindən, cinsindən və milliyyətindən asılı olmayaraq insanların hüquq qarşısında bərabərliyinin yüksək səviyyədə qorunulmasını söyləyən Baş Katib, bütün bu faktların Assambleyanın qurucu ölkələrində demokratik institutlarının inkişafının əsas nümunəsi olduğunu nəzərə çatdırmışdır.

Cənab Ramil Həsənov TÜRKPA-nın gələcək fəaliyyəti üçün ATƏT-in böyük təcrübəsinin çox önəmli olduğunu, həmçinin ATƏT-in və onun institutlarının fəaliyyətində TÜRKPA-nın aktiv iştirak etmək istəyini xüsusilə vurğulamışdır.

Görüşün sonunda ATƏT və TÜRKPA beynəlxalq katibliyi arasında əlaqələrin daimi olaraq yüksək səviyyədə saxlanılması, gələcək fəaliyyət çərçivəsində hər iki tərəfin həyata keçiriləcək layihələri ilə bağlı bir-birini məlumatlandırması və qarşılıqlı layihələrin işində iştirakı qərara alınmışdır.
