TURKPA delegation will participate at the winter meeting of the OSCE Parliamentary Assembly
TURKPA delegation will attend the winter meeting of the OSCE Parliamentary Assembly to be held on 22-25 February 2012 in Vienna. The delegation will be headed by Maulen Ashimbayev, member of delegation of the Parliament of Kazakhstan, Chairman of the Committee on International Relations, Defense and Security of Mazhilis of the Parliament of Kazakhstan. Representatives of the TURKPA International Secretariat headed by TURKPA Secretary General will also participate at the winter meeting.
In the framework of the visit it is expected to hold bilateral meetings of TURKPA Secretary General with Mr. Kayrat Mami, Chairman of Senate of the Parliament of Kazakhstan and with Ambassador Eoin O’Leary, Head of the Permanent Mission of Ireland to the OSCE, special representative of the OSCE Chairperson-in-Office.
SUMMARY OF THE MEETING BETWEEN MR. RAMIL HASANOV, TURKPA SECRETARY GENERAL AND MR. LAMBERTO ZANNIER, OSCE SECRETARY GENERAL
TURKPA Secretary General Mr. Ramil Hasanov met with Ambassador Lamberto Zannier, OSCE Secretary General, in the framework of the “2012 OSCE-Thailand” Conference held on 13-14 February 2012 in Chiang Mai, Thailand.
During the meeting TURKPA Secretary General briefly informed Mr. Zannier about activities of TURKPA and steps taken for developing inter-parliamentary cooperation and strengthening political and economic dialogue between its member countries.
Mr. Ramil Hasanov said that TURKPA uses parliamentary diplomacy as a new framework of cooperation for developing comprehensive strategic cooperation among member countries, strengthening peace and security in the region. TURKPA Secretary General noted that joint activities of elected and professional diplomats would have a positive impact across entire OSCE region.
Mr. Lamberto Zannier, OSCE Secretary General, expressed his gratitude to Mr. Hasanov for TURKPA’s interest in the OSCE activities and informed him about work done by OSCE in the field of strengthening peace and security in Eurasia. Mr. Zannier said that cooperation with TURKPA member countries on security issues represents particular importance for the OSCE. Thus, the OSCE closely cooperates with Kazakhstan and Kyrgyzstan, being engaged in security activities in Afghanistan, as well as in conflict resolution activities with Azerbaijan and Turkey.
Mr. Zannier appreciated TURKPA’s cooperation with OSCE and expressed positive approach to future development of this cooperation. It was emphasized that close cooperation of the OSCE with all TURKPA member countries is beneficial for both sides.
Mr. Hasanov informed the OSCE Secretary General about active participation of TURKPA in the election observation process in the member countries. He stressed that within a short period of time of its activity TURKPA international observes mission has monitored presidential and parliamentary elections in Azerbaijan, Kyrgyzstan, Kazakhstan and Turkey and final statements on the results of elections were prepared and sent to international organizations.
At the same time, TURKPA Secretary General noted that TURKPA Chairmanship currently held by Kazakhstan with Mr. Nurlan Nigmatulin, TURKPA Chairman-in-Office, and Chairman of Majlis of the Parliament of the Republic of Kazakhstan.
TURKPA Secretary General stressed that all the member countries are firmly committed to the norms of international law and this fact is a basic indicator of development of democratic institutions in each member country.
Mr. Ramil Hasanov particularly noted that OSCE’s great experience is very important for the future activity of TURKPA and also expressed a wish to actively participate in the future activities of the OSCE and its institutions.
At the end of the meeting it was decided to maintain contacts between international secretariats of the OSCE and TURKPA and to hold exchange of information on each others’ activities and participation in joint projects.
The TURKPA delegation will attend "2012 OSCE-Thailand Conference"
The TURKPA delegation headed by Mr. Ramil Hasanov, the TURKPA Secretary General will attend "2012 OSCE - Thailand Conference on Srengthening Security through Regional Co-operation: The OSCE Comprehencive Approach and Experiences of Asian Partners for Co-operation" to be held on 13-14 February 2012 in Chiang Mai, Tailand.
TURKPA Secretary General Mr. Ramil Hasanov is planning to make a speech on "Security Problems in Asia".
During the visit TURKPA Secretary General is planning to hold the meetings with Mr. Lamberto Zannier, the OSCE Secretary General, Mr. Tacan Ildem, Permanent Representative of Turkey in OSCE, as well as with a number of representatives of international organisations.
Visit the delegation headed by Mr. Ramil Hasanov, TURKPA Secretary General to Indonesia
The delegation headed by Mr. Ramil Hasanov, TURKPA Secretary General will participate at Seventh Session of the Conference of Parliamentary Union of the OIC Member States, as well as at the relevant meetings to be held from 25 to 2 February in Palembang, Indonesia.
During the visit it is planned to hold the bilateral meetings of the TURKPA Secretary General with the Speakers of some member parliaments and heads of international organizations.
At the same time Mr. Ramil Hasanov is planning to make a speech at the Seventh Session of the PUIC Conference.
The Azerbaijan – Turkey Inter-Parliamentary Friendship Group headed by Mr. Necdet Unuvar held a meeting in the TURKPA Secretariat
On 18 January 2012 the Azerbaijan – Turkey Inter-Parliamentary Friendship Group headed by Mr. Necdet Unuvar held a meeting in the TURKPA Secretariat. Greeting guests, Mr. Ramil Hasanov, the TURKPA Secretary General gave detailed information on the Assembly and its activities.
Expressing his gratitude, Mr. Necdet Unuvar noted that TURKPA is the significant international organization in the field of inter-parliamentary relations.
After group members discussed the draft law on so-called Armenian genocide, which was passed by the National Assembly ot the Republic of France. They emphasized that adoption by the French parliament of such law on criminalizing denial of Armenian genocide would violate the norms of international law and human rights contradicting to principles of the freedom of expression and opinion.
In this regard they stressed the necessity to support and prepare a statement by TURKPA which will serve to the common aims in this matter.
TURKPA International Observers Mission held a press – conference on results of the early elections to Mazhilis of the Parliament of Kazakhstan
On 16 January 2012 in Almaty TURKPA Observers held a press conference on results of the early elections to Mazhilis of the Parliament of Kazakhstan. The final statement prepared by the TURKPA Observers Mission was presented at the press conference.
According to that statement early parliamentary elections in the Republic of Kazakhstan were held in democratic conditions conforming to the national legislation of Kazakhstan and international democratic standards.
TURKPA International Observers Mission will observe the early parliamentary elections to be held in Kazakhstan
TURKPA International Observers Mission will observe the early elections to Mazhilis of the Parliament of the Republic of Kazakhstan to be held on 15 January 2012. The mission includes members of Azerbaijan, Turkey Parliaments, as well delegation of the TURKPA Secretariat headed by Mr. Ramil Hasanov, Secretary General.
TURKPA Observers will monitor pre-election preparation, then voting process at Election Day in Almaty.
In the framework of the visit it is planned to hold a meeting of delegation with the Mayor of Almaty city and representatives of Parties “Nur Otan” and “Ak Zhol”. There are 386 candidates from 8 parties registered in the Central Election Commission of Kazakhstan.
At Election Day TURKPA Observers Mission will visit different polling stations, as well as monitor the voting process at all stages of voting – from the opening of stations up to the definition of election results.
It is also planned to hold a press-conference of the TURKPA International Observers Mission where will be presented statement of mission on the results of the early parliamentary elections in Kazakhstan.
It will be the sixth TURKPA election observation.
First meeting of the TURKPA Commission on Legal Affairs
First meeting of the TURKPA Commission on Legal Affairs will be held on19-21 December 2011 in Ankara. The report and proposals on “Functions and duties of the National Parliaments of TURKPA in the constitutional system and role of the parliamentarians” will be discussed in the meeting.
Members of the parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey and staff members of the TURKPA Secretariat will participate in the meeting headed by Mr. Halük İpek, Chairman of the Commission, member of the Parliament of the Republic of Turkey.
Proposals, after their approval by the Commission, will be presented for adoption in the III plenary session of TURKPA to be held in Bishkek in 2012. Then these documents will be sent to the parliaments of member countries, as recommendations, with the view of drafting new legislation in this field.
TURKPA Secretariat held press conference on the results of 2011
On 15 December 2011 TURKPA Secretariat held the press conference in Milli Majlis of Azerbaijan Republic.
During the press conference TURKPA Secretary General has informed media about organization’s activitiesin 2011.RamilHasanovnoted that current year was successful for TURKPA efficiently cooperating with such significantinternational institutions as IPU, OSCEand OIC with observer and guest status in these organizations.It was emphasized that TURKPA is open organization in its activity and ready for cooperation with any other international and regional organizations. Thus, negotiations are held with regard to grantingan observer status on mutual basis in the Baltic Assembly, as well ason establishing relationships with Nordic Council and GUAM.
Speaking about previous activities, Mr. Hasanov informedon4 permanent commissions establsihed at the TURKPA II plenary session held in April 2011 in Astana. He said that these commissions are entitled to present the draft proposals and recommendations aiming at harmonization of legislation of Turkic-speaking countries.
As far as the future activities concerned, Mr. Hasanov informed about 3d plenary session to be held in Bishkek, a number of international events in 2012, including holding a seminar for theparliamentary journalists of the TURKPA member countries.
TURKPA Secretary General will meet participants of master program in ADA
On 15 December 2011 Mr. Ramil Hasanov, TURKPA Secretary General will make speech about activities and future projects of organization and will answer questions of participants.
