AN INTERNATIONAL CONFERENCE ON THE PARLIAMENTARY DEMOCRACY IN THE DEVELOPMENT PROCESS OF INTERSTATE RELATIONS ORGANIZED BY TURKPA IN BAKU STATE UNIVERSITY


An international conference on the parliamentary democracy in the in the development process of interstate relations organized by TurkPA was held in Baku State University on 21 September 2010.

The conference was attended by TurkPA Secretary-General Ramil Hasanov, head of the Milli Majlis Administration Safa Mirzayev, TBMM Administration's Secretary-General Sadettin Kalkan, deputy head of the Kazakh senate administration Berik Arin.

Prior to the conference, the participants met rector of BSU Abel Maharramov. They also became familiar with the Heydar Aliyev Museum in the University.

The conference was opened by rector of BSU Abel Maharramov.

The rector said the late 20th and early 21st centuries mark the increasing of contacts among leaders of Turkic speaking countries, establishment of TURKSOY and TURKPA and expansion of bilateral and multilateral ties.

He underlined the importance of the fact that Turkic states share the same stance within international organizations and support Azerbaijan`s territorial integrity.
Maharramov also touched upon the education cooperation among Turkic speaking countries. He particularly stressed the cooperation between BSU and leading higher education institutions of Turkey and Kazakhstan.

TURKPA Secretary General Ramil Hasanov briefed the participants on the activity of his organization.

Head of the Milli Majlis Administration Safa Mirzayev highlighted the workings of the Parliament and its role in strengthening the international relations.
He said Milli Majlis was a member of 8 interparliamentary organizations and has close cooperation with 2 international parliamentary structures.

He vowed the Azerbaijani parliament would always support the activity of TURKPA.
TBMM Administration`s Secretary General Sadettin Kalkan highlighted the role of the Parliament in the international relations.

Kalkan said the cooperation within TURKPA would contribute to strengthening political, economic and cultural ties among member states.

Deputy head of the Kazakh senate administration Berik Arin underlined the importance of the activity of TURKPA in development of relationship among member states.

Kazakh ambassador to Azerbaijan Serik Primbetov underscored the role of TURKPA in development of political dialogue among member countries.

The conference participants also answered questions of the University`s students.

OFFICIAL OPENING OF TURKPA AND FIRST INTERNATIONAL CONFERENCE

On May 24 the opening of the headquarters of Parliamentary Assembly of Turkic Speaking Countries was held in Milli Mejlis. First Vice-Chairman of Milli Mejlis, Mr. Ziyafat Asgarov, Vice-Chairman of Parliament of Turkey, Mr. Nevzat Pakdil, Chairman of the Committee on Defense and Security issues and Foreign Affairs of the Parliament of Kazakhstan, Mr. Amzebek Jolishbekov and other official persons participated at the opening ceremony. Guests got familiar with the office of TurkPA and wished success to the employees of the Secretariat.

At the same day after the opening of the headquarters of TURKPA, the international conference under the title “Parliamentary Diplomacy - TURKPA” was conducted. The Secretary General of TURKPA, Mr. Ramil Hasanov opened the ceremony and welcomed the guests stating that the main goals of the organization were strengthening of the relations between Turkic speaking countries, harmonization of the legislation with international norms and etc.. Mr. Ramil Hasanov stated that he hoped the parliaments of other Turkic-speaking countries will join TURKPA in a short period of time.

Then First Vice-Chairman of Milli Mejlis, Mr. Ziyafat Asgarov congratulated the guests on behalf of Chairman of Milli Mejlis and by him, talked about the significance of the conference. Mr. Ziyafat Asgarov stated that TURKPA will impact the strengthening of the political, economic, cultural relations: “we hope that this cooperation will result by the removal of visa regime between Turkic-speaking countries. So, Turkic world, kept in our mind will form. These countries will support on the solution of the problems of each-other”.

The Vice-Chairman of the Parliament of Turkey, Mr. Nevzat Pakdil in his speech expressed gratitude for the organization of this event and personally to Mr. Ogtay Asadov, Chairman of Milli Mejlis. He stated that TURKPA was to play important role in the unity, joint culture, economic and political relations among Turkic-speaking countries.

Then Head of Azerbaijan-Turkey friendship group in Milli Mejlis, Mr. Nizami Jafarov, Head of the Azerbaijan-Turkey friendship group in the Parliament of Turkey, Mr. Mustafa Kabakchi, deputy of the Parliament of Kazakhstan Mr. Kilishbay Bisenov, Head of the delegation of Azerbaijan in PACE Mr. Samad Seyidov, Head of the delegation of Parliamentary Assembly of Black Sea Economic Cooperation (PABSEC) Mr. Kamaladdin Goktash, Head of the delegation of Azerbaijan in PABSEC Mr. Asaf Hajiyev, Head of OSCE Baku Office, Ambassador Mr. Ali Bilga Jankorel, deputies of Milli Mejlis Mr. Asim Mollazade, Ms. Ganira Pashayeva also made speeches and talked about the significance of the event, joint history, preparation of cultural and literature handbooks, joining of diaspora organizations, formation of the joint Turkic language.

"TBBM-90 years" PARLIAMENTARY DIPLOMACY- TURKPA


A conference has been held on the occasion of 90th anniversary of the TBMM with TURKPA and Azerbaijan-Turkey Inter-parliamentary Friendship Group Coordination in Azerbaijan considering the serve to brotherly and friendly countries of newly established TURKPA in the frameworks of development of Turkey - Azerbaijan, as well as Turkey - Kazakhstan inter-parliamentary friendship relations – in social, cultural, juridical and other spheres.

The role of parliamentary diplomacy is increasing in international relations and on world political scene. Successes of member-parliaments of TURKPA in this sphere and their influence to relations of our country and Turkic world have been discussed within the mentioned conference.

The role of the successes gained by the TURKPA member-parliaments in the development of inter-governmental relations, operation of legislative bodies within mutual, sincere and intimate relations and the serve of these activities to our country’s people, joint activity of friendship groups and groups in international organizations in several spheres are examples of successes of parliamentary diplomacy. The problems such as partner activities of countries which are the members of TURKPA in the sphere of parliamentary diplomacy, cooperation upon new projects have been discussed in the conference.

Taking into consideration such a good starting to full activity of TURKPA Secretariat as a result of created conditions, official opening ceremony of Secretariat’s office operating in the building of National Assembly of Azerbaijan has been held.

At the same time celebration of 90th anniversary of opening of brotherly TBBM organized by TURKPA and Azerbaijan-Turkey Inter-parliamentary Friendship Group and with participation of parliamentarians from Turkey, Kazakhstan and Azerbaijan assume great importance from the point of mutual relations.

National Assembly of Azerbaijan Republic hosted the conference in the coordination of TURKPA Secretariat and Azerbaijan-Turkey Inter-parliamentary Friendship Group.
